ual repression and future problems?

Do you think a decrease in ual repression globally will lead to a decrease in -related crimes? Examples would be Catholic priest molestation charges and Afghani men having with underage boys. It seems like ual repression can lead to more incidences of , molestation, etc. Is there a link?
